Blot On The Landscape?

Signs like this are everywhere in the South island, and I can't help wondering why they are necessary. Could it be that some camper van hire companies are justifying their prices to the customers by telling them they can save money by "freedom camping?" It's at the point where these signs are an intrusion in otherwise pretty spots.

Gentle Readers, At 11.51 am yesterday I reached Bluff. Whew!
