This is a little hard to read, but it says, "Ulster will always remain British--No surrender." The Protestants in the conflict typically identify themselves as British, since Northern Ireland is currently a part of the United Kingdom. The Catholics in the conflict typically identify themselves as Irish, since Northern Ireland was once part of Ireland itself.
