If a government makes a promise, then I expect them to keep it. It shouldn't matter how long ago it was. That commitment that they made happened for a reason. Taking it away will only cause problems between whoever was involved with that agreement or promise. There will be times when certain agreements can be revoked, but that is only if one side has not been following the agreement. Other times when the agreements could be revoked would be when one group is being badly affected by it so much that it might lead to war. If it is not any of these cases, then a promise shouldn't be broken. A promise is a promise no matter what. Especially if when it is broken, it will harm a side.
