The Mystery Card

My friend stopped in at one of the local shops and the clerk gave her a plastic card with raised numbers. It's so mysterious. What is the card for? Why are the numbers raised? Why does it look so official? Alas, we may never know the answers to these questions (unless my friend returns with the card in hand with someone to interpret for her to find out the purpose of said mystery card.)
