Dorpscafé = shebeen ’s Avonds leggen de shebeens een deken van geluid en een nevel van alcoholdamp over grote delen van bewoond Namibia. De muziek schalt voluit, mensen scheeuwen, lachen en drinken. Het bier is goedkoop. Vooral aan het einde van de maand, als mensen hun salaris hebben ontvangen, is het lang onrustig in en rond de shebeens. neemt u uw nieuwe leven mee of nuttigt u het hier? dan vele maandsalarissen in hun kassen - en de inhoud van de 75 cl flessen Tafel, Windhoek of Carling Black Label rap in de dronkenlappen verdwijnen. Hoewel het niet legaal is beginnen veel mensen hun eigen shebeen, want het uitbaten van een shebeen betekent gegarandeerd een inkomen met zo'n dorstige bevolking.
Een kleine waarschuwing daarom voor de lezer die nu wilde plannen krijgt om een epische kroegentocht hier te gaan ondernemen: dat kon wel eens een erg lange nacht worden. Er zijn veel, heel veel shebeens in Opuwo. Het concept bestaat uit het inrichten van een verzameling muren of golfplaten tot een hok waarin iemand bier kan verkopen en waar iemand bier kan kopen. Het vereist verder nog een koelkast en een krachtige geluidsinstallatie met slechte luidsprekers, toereikend om 1 liedje permanent te herhalen. De grootte van de stapel lege flessen naast de shebeen is een redelijke graadmeter van de populariteit van het etabilisement.

Alcoholmisbruik is een serieus probleem in Namibia. De gevolgen van drankmisbruik zijn er op grote schaal: verkeersongevallen, geweld, ongewenste zwangerschappen, gezondheidsproblemen, verzuim van werk of dronkenschap op het werk. De gemeente Swakopmund heeft zelfs alcoholcontroles ingevoerd om te zien of de ambtenaren niet onder invloed van alcohol nog minder werken.
De arme gebieden - rural areas en sloppenwijken rond de steden - lijden het meest onder de gevolgen van drankmisbruik. Veel mensen zoeken in alcohol troost voor hun uitzichtloze situatie en drinken om dronken te worden. Maar ook een aspect van de Afrikaanse mentaliteit speelt een rol: leef vandaag, wat morgen gebeurt zien we dan wel. Zelfs als het geld net op is gegaan aan bier.
Uit de krant The Namibian van vorige week:

noted that from January 2009 until January 2010, 1084 liquor licenses (niet geregistreerde shebeens dus niet meegeteld – EJ)
had been registered in Khomas region alone. Namibian Police reported that most crimes are committed while the culprits are under the influence of alcohol, and domestic violence is the number one reported crime especially on month-ends (einde van de
vuurwater van de tap maand = salaris = kantelen! – EJ).
The Gender-Specific Drinking Habits fact sheet in Namibia based on the Nationwide Knowledge, Attitudes and Practices (KAP) baseline survey, 2002, indicates that those who drink, do so to get drunk and that there is little evidence of responsible drinking among Namibians.
The report also indicates that 69.9 percent of adults in Windhoek are drinking, preferably bottled beer and that parents sometimes offer or alcohol to small children as food. A brief study of alcohol consumption patterns conducted in April 2009 in Katutura (sloppenwijk bij Windhoek – EJ)
, showed that 48 percent of men and 26 percent of women meet World Health Organisation (WHO) criteria for hazardous and harmful drinking behaviour. Kortom, ongeveer 7 op 10 van de inwoners van Windhoek drinken in onverantwoorde mate! Soms leidt drankmisbruik - of de wens ernaar - tot opmerkelijke acties. Weer uit The Namibian:

Sinds enige tijd ziet de overheid strenger toe op de handhaving van de Liquorwet. Duizenden shebeens, die geen licentie hebben, hebben de deuren moeten sluiten (sommigen moesten eerst deuren aanschaffen). De overheid wijst nu op de mogelijkheden om een licentie te verkrijgen. Protest van de officiële landelijke organisatie van shebeen-eigenaren liet niet lang op zich wachten. Zij wijzen op de enorme bureaucratie en de wachttijden van meer dan een jaar om een licentie te krijgen. Een verslag op een UN-site:
NAMIBIA: GOVT STAND FIRM IN FIGHT WITH SHEBEEN OWNERS Closing time has been called on a demonstration by illegal bar owners camped on the pavement outside Namibia's parliament for the past two weeks. But although going home, the protestors say they have not given up on their demands for a change to the law. The group of about 50 protestors began packing up their belongings at the weekend after issuing the government with a one-week ultimatum to lift the ban on their businesses. They had argued in a petition handed to the speaker of parliament that police action last month to enforce the law denied hundreds of

The clampdown on Namibia's numerous unlicensed tin-shack bars has been applauded by activists concerned they are a source of crime, violence, HIV infection and anti-social behaviour. A delegation of Women Action for Development (WAD), an NGO that supports rural women, handed a letter to President Hifikepunye Pohamba last week outlining their opposition to the uncontrolled sale of liquor.
"The situation in the vicinity of shebeens has got so bad that small children are found playing there with used condoms and even putting the used condoms into their mouths," WAD director Veronica de Klerk told Pohamba at a meeting in State House.
Despite the fact that most shebeen owners are staunch members of the ruling SWAPO party, the government has so-far refused to relax the Liquor Act, which regulates the licensing of bars. Instead, "cabinet is encouraging informal traders to diversify their activities and not to concentrate only on selling liquor," said information
minister Netumbo Nandi-Ndaitwah. A cabinet briefing paper issued on Thursday said the government had to weigh the "negative consequences" of irresponsible alcohol consumption against the advantages of employment creation and local income generated by the shebeens.
Shebeens have mushroomed since 1998 when the liquor act replaced far stricter laws on alcohol consumption. They are an almost sure-fired way to make money in Namibia's poor neighborhoods. In Kuisebmund, a township in the port city of Walvis Bay, an estimated one illegal bar is available for every 100 members of the 37,000-strong community.
However, opening a licensed bar involves a drawn out application process requiring approval from regional government liquor boards and certification from municipal authorities. The delay means many do not bother, despite the government twice extending the window period for proprietors to legalise their businesses.
Het lijkt een stukje verkapt gedoogbeleid te worden waar Nederland nog iets van kan leren. In elk geval nog geen reden om de aandelen Namib Breweries te verkopen.
