Street Cleaners in the Rain

The lady in the front of the boat has a net which she uses to catch any litter. In Beijing the street cleaners had golf carts with their bins and tools on the back. They used mechanical hands to pick up the litter and seemed to rarely have to get off the cart. Why don't we do that?

Perfect Weather
