Do you know if this person is homeless? Mentally ill? How are conditions in HK for people in dire straits?

Ah I found your comment! Unfortunately, I don't know this man's situation. There were a sprinkling of people like this. I don't know what HK has in place for people who are homeless, but I know they exist. I don't think there's much of a support net.
