You really have to sympathise with the Cuban government. It must be a constant challenge trying to run a command economy in a country where people are very adept at working out a way to deal with their issues. You try, for instance, to stop people buying and selling major assets like houses and cars, so you make that illegal. And no cars or houses change hands because that would be illegal.
