Sandu is Shui autonomous county in Guizhou province. They are famous - among other things - for textile, pictograms (very old ones), jiu qian jiu (alcohol with herbs), and their New Year, celebrated around October. ( Of course they follow lunar calendar, but basically the celebration move from one village to another for the whole month, and the big ones would happen on weekends. So, not so hard to bump into a celebration.)
