I imagine taking the airport bus or train (depending on your preference) to Kowloon would be a good start. You'll probably need to transfer by MTR to another transport hub. The good ol' wiki also has some tips for you, check the transport paragraph in the Sai Kung-entry. Reply to this

Bhutan is fully open for tourism from July 2022 with no quarantine by Truly Bhutan
The good news to all international travelers is that Bhutan is planning to fully open for tourism / international Travelers from September 2022 onwards with no quarantine.
