Getting a Vietnam visa in Phnom Penh

Been trying to plan for my Vietnam visa in Phnom Penh.
Another website (updated in February 2016) states I can expect to get 15-day tourist visa within "a few hours" if applying at the Vietnam consulate in Phnom Penh.
Is it then unreasonable to expect that if I am at the doors of the consulate at 8:30 a.m., when they open that I will have my visa in-hand in time to board a bus bound for HCMC (Saigon) at 12:30?

Hi

If you are from several countries including the UK, you don't need a visa for a 15 day visit. However, if you need a visa, you should be able to get one quickly. According to the Vietnamese consul in Phnom Penh's website, you can get it in an hour. http://www.vietnamembassy-cambodia.org/en/nr070521170031/nr070521170456/
Check that it isn't a holiday around the time you are going, as this means more people are waiting. Whether or not you catch your bus or not depends on how busy it is, of course.
