When should I go to Mekong to get the best weather and join some local festivals?

I am so excited, I am planning my vacation in Vietnam with my boyfriend. Woohoo!!! We will go to Ho Chi Minh and Mekong. But this is our first trip and I want to make it the best so I wonder when is the best time to visit the South of Vietnam to see the best nature. We also want to join some local festivals. Anyone has any suggestion? Thank you so much for helping us :D
