Here is a recent thread about costs in East Africa - Costs and timescales

Just be aware that July-August is a peak tourist time in Kenya, so most accommodation costs will rise during that period - especially anything near to a National Park. If you want to do the safari experience in Kenya for a budget, it will be easier to find cheaper prices in June, though the wildlife is not supposed to be as plentiful.

Weather is a bit difficult to answer. During the time you are visiting, it is the dry season - so you shouldn't get a lot of wet weather. I was there in June 2008 and the weather was perfect - warm sunny days (mid-high 20s celsius) and cool nights - magical! If you are heading to the hills surrounding Mt Kenya or other places (i.e. Nyahururu) at over 2000 metres, then it will be cooler, especially at night. A number of people are caught unawares about the night temperatures in Kenya; even though the country lies on the equator, it can still get cool at night. Reply to this
