3 weeks is enough time for you to discover the main attractions in Vietnam. In my opinion you should spend night 24th December in Hanoi. There are many activities on this occasion. Everyone flocks into the street. The atmosphere is so great. Reply to this

I think HCMC is best place for you welcome Xmas and NYE in Vietnam, there is many interesting activities in that city. But If you in Hanoi from Dec 21, you'd in Hanoi at Dec,24 night, there are a lot of young people on the street at that time in Hanoi.

To see the festival : Christmas, you should visit Da Lat
To enjoy the Tet holiday : you should visit mekong delta with homestay

after X mas days (24/12/2008) 26 - 30 days (24/01/2009). Lunar New Year coming! Tet Holiday in Viet Nam is very enjoy if you come to Viet Nam and live in Family House at the south of VN.

But I think Mitchious had 21 days only to come to Viet Nam, I suggest this plan :
Day 1 to day 7 : Ha Noi, Ha Long, Sapa
Day 8 to day 14 : Hue,, Hoi An, Nha Trang
Day 15 to day 21 : Sai Gon, South Viet Nam and X Mass day at HCM city (Xmas special party at Pham Ngu Lao street for all foreigner) Reply to this

They organize the big christmas in there.
