Sidewalk or Ditch? ...

... sidewalks are almost non-existent in Berat, making walking at night challenging, with the poor lighting found around town. Discussions with Lorenc, the owner of the guest house I'm staying at, suggested that there is a lot of indecision in the local government, resulting in things like this being very slow to be fixed.
