No sir, Mr. Stereotypist, it's not about vodka ;)
It says 'Memorise the first signs of tuberculosis'! The top, blue writing is in Kazakh with some Cyrillic letters I don't even know and the bottom writing is in standard Russian. The signs are 'Coughing for longer than two weeks', 'Excessive sweating', 'Fever', 'Weakness', 'Reduced appetite and weight loss'. At the very bottom they recommend you go to regular check-ups. Nice sign, btw. :)

Thanks for the explanation!
I thought the first picture in the top left was someone drinking, not coughing. Thus my incorrect assumption carried onto the rest of the signs, which looked liked the effect of too much alcohol and a hangover. But what should I know, I don't drink alcohol and have never been drunk in my life! ;)
