No sir, Mr. Stereotypist, it's not about vodka ;)
It says 'Memorise the first signs of tuberculosis'! The top, blue writing is in Kazakh with some Cyrillic letters I don't even know and the bottom writing is in standard Russian. The signs are 'Coughing for longer than two weeks', 'Excessive sweating', 'Fever', 'Weakness', 'Reduced appetite and weight loss'. At the very bottom they recommend you go to regular check-ups. Nice sign, btw. :)
