Punakaiki - Waiting and Waiting

People clustered for a look at what is reckoned to be the best time - right on high tide. The day I visited, high tide was at 5.17 pm. The seas were calm and the blowholes failed to perform. If DOC was charging, would people be able to get a refund if nature failed to turn on a display.
