Hi, I'll be travelling to Bali in a week and will be stopping over in Brunei for 16 hours. Being a Muslim country, i'm just worried about how woman have to dress. Do we need to cover up our legs, arms and head or can we get away with wearing shorts and a singlet. I don't want to affend or cause any trouble so some advice would be great. Also what dress codes apply to men?

Since it is a Muslim country I would certainly at least initially take the precaution of covering legs and arms with loose clothers.
Take a sarong to wrap around your hair just to make sure until you get a chance to check out what the local women are wearing.
Here is a picture I found on the internet of a female traveller in Brunei.
For men, I would at least wear long trousers and a shirt with short sleves until you see what the other men there are wearing.

Reply to this The photo shown my Mell might not be accurate. It's possible the lady cover her head because she is visiting a mosque (background).
I never been to Brunei, therefore i'm not sure the dress code for ladies. I manage to find one review from a tourist regarding Brunei dress code.

I am a certified tour guide from Brunei, to be honest~ no worries with the dress code here.
You can wear anything as u please, of course..not 2 the extreme of bikini wear..
I wear singlet and short pants on any day I am female btw~
Of course if u were to visit the mosque, in respect; its better to wear long pants and non-sleeve shirt. Other than that, feel free to wear anything you please
All females tourist entering the Jame Asr Mosque will be given a black robe to wear, regardless ur dresscode.
