There is a tourism office in Kigali, the capital of Rwanda. You can book your slot in the park in Kigali. You have more chance of seeing gorrilas in Rwanda than Uganda. The Congo is still very unstable - if you are worried about safety I would avoid unless the situation in the Congo improves.
