Sleeping at Lima airport if you ariive late and fly to Cusco early the next morning, is quite safe, quite a few people do it. 'Flexible' category. The Peru site had an extra category on the one way option for $110 called 'Base Plus' - the main difference between the two seemed to be that 'Base Plus' is non-refundable. Searching as a return flight the Peru site had a third option for $41 - 'Base' The Peru site had a note saying the 'Base' fares are only for residents in Peru, and if you can't produce a Peruvian residency card you will get charged an extra $178 - must have been the part you had heard about.
