Even though the Nigeria produces over a thousand time more oil then its people actually use, huge gas station line ups like this one and even total shut downs are quite common. Why is a very complex question, but a big part is that very little of Nigeria's oil actually gets refined here. It’s all imported from places like Libya or South Africa. I asked a guy who works for the Nigerian National Petroleum Corporation why Nigeria didn’t refine more of it’s own oil and he flat out told me because government officials can pocket money when the oil leaves the country and comes back in. That’s the way the system works.
