If you need to check your mails... often you should bring your own. No idea how it is in all Ireland, but in Dublin you've wireless internet connection in nearly every cafe, restaurant and even in some b&b. Should be the same in Gallway. Regarding the safety, I never have had problems in Dublin and nothing got stolen. Just don't tell everyone what you're taking with you.
