From my experience the cheapest way to get Saint-Peter from Europe is through Germany and Helsinki. The first way bases on that there are no lowcost airline companies on Russia market exept germanwings (and airberlin.... if i am not wrong). Look through the ticket's price to Russia, for example, from Berlin. In Russia flights go only in Saint-Peter and Moscow. It can be reasinable if you can get Germany not paying too much for that. The second way (via Finland) is more flaxible, cheapest, and convinient as i think. You take tickets to/from Finland (Helsinki) and after that (in the airport or on a bus station) you take the bus to Saint-Peter, it takes from 3 to 5 hours to get the center of Saint-Peter :), the price is from 10 euros to 40. But check up the websites and be sure that you will find everything you need before coming in Finland.... The amount of money which you can safe is various.... from 400 Euros (if you bought tickets to/from Finland by special offer) to 10 Euros.
