If you can't include those then it's 22. | I say you can count visiting the country is you've passed customs. I have been on planes that refueled in Iceland and another in Portugal. My own criterea for having been in a country (that is how I count it for myself) is to have seen a substantial part of it and been there for a week or so... Of course for Vatican City that would be a bit difficult and probably not needed, but you get my point.. Of course people from Europe have it a bit easier...
