If you want to visit Rio during that time of year I would suggest you make your reservations now. It will be harder the longer you wait. Hotels may already be fully booked. My dilemma is do I cut my previous destinations short for the sake of making it in time for Carnival or if I dont get to Brazil in time for carnival will I be missing a great deal?
