Both are reasonably good options, depending on what you want to do. The road to Uxmal has been just recently repaved, so it's very safe to drive; having the car will give you the opportunity to choose how long to stay at Uxmal and then visit some of the nearby sites (Labna, Kabah, Sayil, etc...). A tour might include them, though, and would mean you get to relax between sites, which during the summer should be pretty exhausting because of the heat. | Come to think of it, there *might* be a bus service on one of the 2nd class lines, but I don't know if I'd recommend it, unless you're into really adventurous budget travel. You only need to find your way to the bus station and for sure you will find one that goes to Uxmal.
