Background: The Kingdom of Serbs, Croats, and Slovenes was formed in 1918; its name was changed to Yugoslavia in 1929. Occupation by Nazi Germany in 1941 was resisted by various paramilitary bands that fought each other as well as the invaders. The group headed by Marshal TITO took full control upon German expulsion in 1945. Although Communist, his new government and its successors (he died in 1980) managed to steer their own path between the Warsaw Pact nations and the West for the next four and a half decades. In the early 1990s, post-TITO Yugoslavia began to unravel along ethnic lines: Slovenia, Croatia, Macedonia, and Bosnia and Herzegovina were recognized as independent states in 1992. The remaining republics of Serbia and Montenegro declared a new "Federal Republic of Yugoslavia" (FRY) in April 1992 and, under President Slobodan MILOSEVIC, Serbia led various military intervention efforts to unite ethnic Serbs in neighboring republics into a "Greater Serbia." All of these efforts were ultimately unsuccessful and led to Yugoslavia being ousted from the UN in 1992. In 1998-99, massive expulsions by FRY forces and Serb paramilitaries of ethnic Albanians living in Kosovo provoked an international response, including the NATO bombing of Serbia and the stationing of a NATO-led force (KFOR), in Kosovo. Federal elections in the fall of 2000, brought about the ouster of MILOSEVIC and installed Vojislav KOSTUNICA as president. The arrest of MILOSEVIC in 2001 allowed for his subsequent transfer to the International Criminal Tribunal for the Former Yugoslavia in The Hague to be tried for crimes against humanity. In 2001, the country's suspension from the UN was lifted, and it was once more accepted into UN organizations under the name of the Federal Republic of Yugoslavia. Kosovo has been governed by the UN Interim Administration Mission in Kosovo (UNMIK) since June 1999, under the authority of UN Security Council Resolution 1244, pending a determination by the international community of its future status. In 2002, the Serbian and Montenegrin components of Yugoslavia began negotiations to forge a looser relationship. These talks became a reality in February 2003 when lawmakers restructured the country into a loose federation of two republics called Serbia and Montenegro. The Constitutional Charter of Serbia and Montenegro includes a provision that allows either republic to hold a referendum after three years that would allow for their independence from the state union.

Damjan and I traveled to Belgrade to give a presentation on Black Carbon and the Aethalometer. About 80 people were in attendance, and it was probably the largest audience I have had for a talk like this. Belgrade is a very interesting and beautiful city, the point where the Sava and Danube rivers meet. On the way back from Serbia we got stopped at the Croatian / Slovene Border because of a small problem at Customs which cost us ~150 euros and 3 hours of our time. It was a really long day. It took us awhile to cross Serbia, then changed currency to Dinar. After a long train ride via Croatia (go figure) we arrived in Belgrade. Emma had a hostel in mind so we jumped the terrifying, rattly tram and headed for the top of the city. After a bit of wandering around we finally found it but to our dismay, it was full. The next hour and a half saw us wandering around the city in search of accommodation. We didn't plan on heading to Serbia, we were going to Pogoricia (Montenegro’s capital) as it was quite close to Sarajevo. Friday March 2. I set off at 7 am and made excellent progress. There was little wind and it came from the side or behind so I sailed along at 20 - 25 kms/hr. Throughout Eastern Europe people dump vast amounts of domestic rubbish by the side of the road. Don't they have acollection service?
Sunday March 4. What a difference a day makes! I didn't start until 8 am but the roads were flat and in reasonable condition. The wind was behind me and I ate up the kilometres at 25 - 30 kms/hr. I was in Belgrade by 10 am and made for Smerderov. At this point the road is confusing passing through steel mills and other heavy industry. I was given some good directions and headed for Velika Plana. The bus driver seemed to be under the wierd impression that we liked to sleep under tropical climate so he made sure that the temperature in the bus wouldn't drop below 35C which made sleep not very comfortable/impossible. Fortunately after a few hours of this treatment someone managed to convince the driver that putting the temperature at "sauna" level was a bit excessive afterwhich, a peaceful night ensued. Well after 12 hours in a place no-one could claim to understand it, or it's people. I accidentally spent this much time in Serbia, then deliberately 24h in Montenegro. What I do want to say is that the Slavik states, in particular Serbia, have always been in dispute. fighting has never been far from these people (WW1 started here). Throughout history these states have been amalgamated and broken apart, often with serbia in control.
