I'm a santafesinian born and raised here and I feel terrible about this things. It's sad there's so little information and help to tourists visiting us. Could you say the name of the hotel you stayed? That maybe of help to other people who would like to come, like to skip that one. I could also get in touch with the city hall and see what they can do about it (like reviewing its permits, etc).
